Oh, this is fabulous!! I totally had that issue and made the necktie skirt! I wish I had saved my Sassy's--they were so damn cool.
I have seen pics of tie skirts before, and then last week I saw a woman wearing one! Really! It was much longer than the one in your pic, and the ties were all quite subdued colours, and the woman herself was very stylish and sophisticated and wearing a black chairman mao jacket and black boots with it. It looked sensational.
Oh my gosh - this is it?!?!? The Holy Grail! The Sassy issue with the featured necktie skirt! I have read odd bits here and there about this article but I have never seen it. Thanks so much for seeking it out and posting it.
